Unlike here in Quebec, there are 3 systems of healthy care. One is public, the second is a health insurance and the last one is totally private. In the 2 formers ( health insurance and totally private), when we got sick we can choose doctor and go directly to an appointment. For example, if you feel that you have a persistent cough we made an appointment directly with a pulmonologist and you can get you appointment in the same week, even in the next day. In both case, it is necessary to pay, therefore a few amount of population have access.
Otherwise, the public hospital is to crowd and some time people take long to have an appoint to see a doctor. In order to free up the big hospital, the government spread small hospital in which neighborhood with basic health assistance (doctor, vaccine, pediatric, etc.) and the assistance is really fast.
Comparing to here where the system is almost completely public ,the process is too long and time consuming. You need first visit your family doctor (if you lucky to get one). Then, to get access to a specialist you are facing another process of selection which in average can took between 6 to 8 weeks .Mean while, You continues to have pain and your final diagnostic it will take so long.
In Brazil, my mother could choose the orthopedist with expertise in the knee surgery. The procedure took less than 24 hours and the surgery was performed. However, in any kind of assurance, (public or semi-private) it is necessary to pay additional costs of medicine in which in some case may be expensive.
Now if we compare the two systems, I can say that in Quebec, everyone has access to public system and medicine. The drawback is the administration procedure is a frustrating process with time consuming and even losing life.
I can’t say that the perfect system exists as both of them has positive and negative points. However, having a health care system where everyone could have a fast access to doctors and be able to choose who is the best one in the health specialty field will be the perfect one. Certainly I am agree to pay a little more for this service.
Also I want to highlight that we are so lucky compared to the health system in other countries.
